Irish President Michael Higgins on Tuesday called on the UN Secretary-General to implement Chapter VII of the UN Charter against Israel, even if the Security Council opposes it.
In a radio interview, Higgins stated, “UN Secretary-General António Guterres must use Chapter VII procedures against Israel. Guterres must act in accordance with the UN Charter, even if the Security Council prevents him.”
Chapter VII of the UN Charter authorizes the Security Council to “determine the existence of any threat to the peace, breach of the peace, or act of aggression” and to take military and civilian measures to “restore international peace and security.”
Higgins clarified that Guterres has the right to mobilize international support even in the face of a Security Council veto, saying, “I cannot [referring to Guterres] stand and give a speech when I see this enormous destruction inflicted on a nation.”
The Irish president also added, “6,000 aid trucks have been prevented from entering Gaza. This is horrifying.”
