National Human Rights Commission condemned in the strongest terms of condemnation and denunciation the wave of criminal escalation by the Saudi enemy during the past hours which deliberately and systematically targeted civilians homes schools and farms in a flagrant violation of all international laws and norms.
The Commission explained in a statement issued by it that its field monitoring teams documented the crimes of the Saudi enemy in Taiz Governorate by its aircraft targeting a citizen’s home in Al-Kamb area in Maqbanah District resulting in severe material damage to the home and neighboring properties and terrorizing women and children.
The statement indicated that the enemy’s aircraft destroyed Al-Najdain School in Al-Athawir sub-district in Hayfan District considering that a double crime against childhood and education.
It noted that the enemy’s aircraft launched a direct raid on a residential area in Al-Abous sub-district in Hayfan leaving damage to citizens’ property.
The Commission explained that the Saudi enemy targeted the border areas in Saada Governorate where it targeted Razih District with more than 45 shells and rockets causing major material damage to homes and citizens’ farms in a systematic policy of collective punishment and it also targeted with intensive artillery shelling various areas of the border Shida District.
The statement mentioned that the Saudi enemy’s aircraft targeted civilian objects in Mustaba District in Hajjah Governorate and continuous Saudi artillery shelling targeted the border areas in Bakil Al-Mir and Harad districts targeting citizens’ homes and farms.
The National Human Rights Commission affirmed that the dangerous Saudi escalation reveals deliberate targeting of the components of civilian life which places these crimes under international criminal law as the crime of targeting homes and residential neighborhoods in Maqbanah Razih Shida Harad and Bakil Al-Mir constitutes a war crime with all elements complete according to Article 8/2/b/1 of the Rome Statute intentionally directing attacks against the civilian population and a flagrant violation of Article 147 of the Fourth Geneva Convention which criminalizes destruction of property not justified by military necessity and Article 33 which prohibits collective punishment.
It considered the crime of destroying Al-Najdain School in Al-Athawir in Hayfan a qualified war crime as Article 52 of Additional Protocol I to the Geneva Conventions provides for the protection of civilian objects and Article 8/2/b/9 of the Rome Statute affirms criminalizing intentionally directing attacks against buildings dedicated to education It is also a violation of the Convention on the Rights of the Child and Security Council Resolution 2601 on protecting education in armed conflicts.
The crime of artillery and rocket shelling of border areas in Razih Shida Harad and Bakil Al-Mir also represents indiscriminate targeting prohibited under Articles 51 and 57 of Additional Protocol I which prohibit indiscriminate attacks and require precautions to protect civilians It is also a violation of Common Article 3 of the Geneva Conventions.
The National Human Rights Commission held the criminal Saudi regime fully legally and criminally responsible for those crimes and terrorizing the safe and destroying their homes and schools considering the targeting of education in Hayfan and citizens’ farms in Razih and Harad a systematic crime of starvation and ignorance within the policy of genocide.
It demanded the United Nations and the Human Rights Commission to assume their legal and moral responsibilities toward these crimes and pursue their perpetrators before the International Criminal Court as they are war crimes not subject to statute of limitations affirming full solidarity with affected families in Taiz Saada and Hajjah
